State Mental Health Planning and Advisory Councils (MHPAC)

The State Mental Health Planning and Advisory Councils (MHPAC) help planning council members learn about resources and best practices for supporting MHPAC within rapidly changing health and behavioral health care systems.

SAMHSA provides targeted and intensive technical assistance (TA) to individual state MHPACs for three types of planning councils:

  • Councils that are actively moving toward or are operating as behavioral health planning councils (BHPC)
  • Councils that are currently planning to integrate with substance misuse and transform into BHPCs
  • Councils that are focused solely on mental health treatment and prevention issues

SAMHSA is using a National Learning Community format for delivery of TA with focus on planning council peer mentoring to aid other councils in expanding roles and sustaining role expansion.
