SSI/SSDI Outreach, Access, and Recovery (SOAR) seeks to end homelessness for individuals with disabling conditions through increased access to Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) income supports and employment, directly addressing SAMHSA’s assertions that recovery requires a stable place to live, meaningful work, and the ability to enhance skills through education. The goals of the SOAR program speak directly to one of SAMHSA’s Strategic Initiatives – recovery supports for people with behavioral health issues. The SAMHSA SOAR Technical Assistance Center works with all 50 states to develop and refine action plans for implementing and expanding SOAR programs in communities across the country. SOAR stakeholders and practitioners come together via SOAR’s website, in-person and virtual technical assistance; webinars; online course, and online application tracking program.
SOAR Online Course

The SOAR Online Course trains case managers to complete quality SSI/SSDI applications with individuals who are experiencing or at risk of homelessness and have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder.
